“Avec les victimes de guerre” (in English and French)

Mesdames et Messieurs,

Je suis heureux de vous accueillir aujourd’hui à l’inauguration de cette exposition impressionnante «Avec les victimes de guerre». Cette exposition a pu être réalisée grâce au généreux soutien de la Suisse et de sa Mission permanente à Genève, et en collaboration avec le Comité international de la Croix-Rouge. Je souhaite donc exprimer ici ma vive reconnaissance à notre Pays hôte, non seulement pour son soutien à cette exposition, mais aussi pour son appui soutenu et sans faille aux activités de la communauté internationale de Genève et de par le monde.

Nous qualifions souvent Genève de capitale mondiale de l’humanitaire. Ceci est sans aucun doute en raison de la longue tradition humanitaire qui a vu le jour, avec Henri Dunant, il y a 150 ans en arrière et le tout premier comité international qui, plus tard, est devenu la Croix-Rouge.

Since 1864 when the Geneva Convention was signed, international humanitarian law has evolved considerably. It has been completed by some hundred other instruments and treaties. These principles now shape the work of countless humanitarian actors providing assistance to millions of victims of war and conflict around the world.

International humanitarian law serves as one of the cornerstones of the work of the United Nations. One of the areas where this is most visible and relevant is in the protection of civilians. Whether as the intended targets of attack or the incidental victims of the use of force, civilians continue to account for the majority of casualties in conflict.

Ladies and Gentlemen:

This exhibition makes the pain and suffering of everyone touched by war ever so real. It also makes us think of the civilians caught in the conflicts of today - in Syria, Mali, the Democratic Republic of the Congo and elsewhere. These are places where the neutral, impartial and independent delivery of humanitarian assistance means the difference between life and death.

Je suis tout particulièrement fier d’accueillir cette exposition au nom de l’ONUG, mais aussi au nom de la communauté internationale de Genève, à la fois pour souligner l’importance du travail du CICR, et pour promouvoir les principes humanitaires universels qui demeurent absolument essentiels.
