Chief of Service, Design & Construction

Mr. Neil Bradley is the Chief of Design & Construction of the United Nations, Strategic Heritage Plan. He joined the SHP project in 2015, originally as the Chief of Programme Management. 

Prior to joining the United Nations, he was Project Director of the International Criminal Court’s new permanent headquarters in the Hague, Netherlands from 2011 to 2015. He led the design, procurement, and construction of the new 54,000m2 ICC premises, reporting directly to the Assembly of State Parties through an Oversight Committee, with an administrative reporting line to the ICC Registrar. The ICC premises were completed for circa 207 million euros and received the NEC Contracts Large Project of the Year award in 2015, the ICC also received a Highly Commended in the Construction Client of the Year category. 

Before his role with the ICC, Mr. Bradley was UK Education Sector Leader for a major international support services (facility management) and construction company, managing major capital projects and improvements to a wide range of building types, facilities, and infrastructure in various locations throughout the United Kingdom.  

He began his career in 1993 in construction site management roles, progressing to leading pre-construction and design management activities, including specialisms in innovation, sustainability including BREAAM and Passivhaus environmental standards, lean management and process improvements, change management, value management and engineering and social enterprise engagement. He also led teams within major joint venture schemes including Private Finance Initiatives (PFI) and Public Private Partnership (PPP).

Mr. Bradley holds a degree in Building Surveying from DeMontfort University, Leicester and studied a master’s in business administration (MBA) at the University of Manchester Business School.

Born in 1971, Mr. Bradley is a national of the United Kingdom and is married with four children.

Stephen Slawsky (D-1)

Nationality: United States of America

Chief, Programme Management Support 

Mr. Stephen Slawsky is the Chief of Programme Management in the Strategic Heritage Plan.

Having joined the United Nations in 2011, he was most recently the global head of administration for UN-Habitat at their headquarters in Nairobi. Previously, he served in peacekeeping missions in Somalia, in the Democratic Republic of Congo, and in Mali. Prior to that, he served at United Nations headquarters in New York in a variety of capacities in the Department of Management, in the Department of Field Support, in the Umoja Project, and in the Department of Public Information.

Prior to joining the United Nations, he worked as a production director for Penguin Random House and as a production manager for Scholastic.

Mr. Slawsky holds a Master of Business Administration in logistics management from the Ohio State University and a Bachelor of Industrial Engineering from the Georgia Institute of Technology.

A national of the United States of America, Mr. Slawsky is fluent in English and French.
