Senior Oversight Leaders Discuss the Role and Evolution of Independent Oversight in the United Nations System

Senior representatives of key United Nations oversight bodies gathered for a high-level panel discussion on “Independent Oversight Mechanisms in the United Nations System”, organized by the Joint Inspection Unit (JIU) as part of its 60th anniversary commemorations.

The event, held in Geneva on 11 June, brought together Conrod Hunte, Chair of the Joint Inspection Unit; Fatoumata Ndiaye, Under-Secretary-General for Internal Oversight Services; and Richard Bellin, Director of External Audit at the United Nations Board of Auditors. The discussion was moderated by Mika Tapio, Executive Secretary of the Joint Inspection Unit. 

Opening remarks were delivered by Catherine Pollard, Under-Secretary-General for Management Strategy, Policy and Compliance, speaking on behalf of the Secretary-General. She congratulated the JIU on its 60th anniversary and emphasized the importance of independent oversight at a defining moment for the United Nations, as the Organization marks its 80th anniversary and advances the UN80 initiative.

The panel explored how independent oversight contributes to trust, accountability, transparency, institutional learning and effective mandate delivery across the United Nations system. Discussions focused on the complementary roles of internal oversight, external audit and system-wide oversight, as well as the need for strong coordination among oversight actors.

Panelists emphasized that oversight should not be understood solely as a control or compliance function. Rather, effective oversight supports continuous improvement, helps organizations manage risks, strengthens governance, and provides Member States and stakeholders with objective assurance.

A central theme of the discussion was the importance of the independence of oversight functions. Panelists highlighted structural, operational, professional and financial independence as essential safeguards for credible oversight, while stressing that independence does not mean isolation. Effective oversight requires constructive engagement with management, governing bodies and stakeholders, while maintaining objectivity and impartiality.

The discussion also addressed the need to reduce duplication and manage “oversight fatigue” through stronger coordination, information-sharing and risk-based planning. The longstanding tripartite oversight coordination meetings between the Joint Inspection Unit, the Office of Internal Oversight Services and the Board of Auditors were highlighted as an important mechanism for exchanging work plans, discussing emerging risks and promoting complementarity.

In the context of UN80 and broader system-wide reform, panelists underscored that oversight can serve as an enabler of transformation. Areas discussed included shared services, governance reform, harmonization, risk management, organizational efficiency and follow-up on recommendations.

Looking ahead, the panel identified artificial intelligence and digital transformation as major challenges and opportunities for oversight functions. Panelists noted that oversight bodies will need to adapt their methodologies, build specialized expertise and address responsible use of AI both as a tool for oversight and as an emerging subject of oversight.

The event attracted 212 participants from across the United Nations system, Member States, oversight bodies, governing bodies and partner organizations. A dynamic Q&A session addressed topics including audit and oversight committees, gender equality and victim-centred approaches, financial independence, environmental and social accountability, and the implementation of oversight recommendations.

The panel reaffirmed that independent, coordinated and complementary oversight remains essential to strengthening accountability, trust and effectiveness across the United Nations system.
