New Permanent Representative of Venezuela presents credentials to the Director-General of the United Nations Office at Geneva

Presentation of Credentials

 

Héctor Constant Rosales, the new Permanent Representative of Venezuela to the United Nations Office at Geneva, today presented his credentials to Tatiana Valovaya, Director-General of the United Nations Office at Geneva.

Prior to his appointment to Geneva, Mr. Constant Rosales had been serving as the Permanent Representative of Venezuela to the United Nations Educational, Scientific and Cultural Organization in Paris since 2017. He concurrently served as the Chair of the Programme and External Relations Commission of the Executive Board of the United Nations Educational, Scientific and Cultural Organization since 2019.

Mr. Constant Rosales was Venezuela’s National Coordinator at the Southern Common Market (Mercosur) from 2015 to 2018, after serving as Deputy National Coordinator from 2013 to 2015. He served as a political negotiator and a member of the Executive Presidential Secretariat of Venezuela at Mercosur between 2008 and 2013. From 2007 to 2010, he was the Executive Director of the Pedro Gual Institute of Higher Diplomatic Studies, Ministry of External Relations of Venezuela, where he also founded and headed the Investigation and Strategic Analysis team between 2006 and 2007. A career diplomat, he joined the Ministry of External Relations of Venezuela in 2004.

Mr. Constant Rosales has a bachelor’s degree in international studies from the Central University of Venezuela, Venezuela (2002), a master’s degree in political science from the Simon Bolivar University, Venezuela (2007), and a Doctor of Philosophy in Latin-American studies from the Sorbonne III University, France (2017).
